PRESENTATION OF SAPCO-SENEGAL
Purpose of SAPCO-SENEGAL
The Société d’Aménagement et de Promotion des Côtes et Zones Touristiques du Sénégal (SAPCO-SENEGAL) is a public limited company created in 1975 with a capital of 1.2 billion CFA francs, 98.75% of which is held by the State of Senegal and 1.25% by the Société Nationale de Recouvrement (SNR). Initially set up to implement the tourism development of the Petite Côte, SAPCO-SENEGAL has seen its intervention extended to the national level since the expansion of its competences in 2004.
At the end of a new General Agreement signed on November 21, 2013 with the State of Senegal, the Government has assigned to SAPCO-SENEGAL the fundamental objective of creating, developing and promoting tourism.
Mission of SAPCO-SENEGAL
In order to achieve its objective, SAPCO-SENEGAL has been entrusted with the following missions:
- To constitute Zones of Tourist Interest (ZIT) in the whole of the national territory to ensure the land control;
- Register the identified TIAs in the name of the State;
- Search for national and foreign investors likely to finance hotel and para-hotel projects on the various sites identified;
- To create tourist resorts on these sites by proceeding to the realization of the basic installations (roads and various networks), of collective equipment and of a planted environment;
- To sell or lease serviced or unserviced land to qualified developers or managers;
- To ensure that developers who wish to establish themselves in the area comply with urban planning and architectural standards and regulations, within the framework of the development plan established by the government.
- To manage the tourist resorts by ensuring the maintenance of the equipments, the cleanliness and the salubrity of the environment, the safety of the people and the goods, the promotion of the investments to attract a maximum of customers and finally to ensure the animation;
- And generally, all commercial, financial and real estate operations directly or indirectly related to this objective and likely to facilitate its achievement.
ACHIEVEMENTS IN SALY
- Development of a seaside resort: 17 hotels, 35 residences, 300 shops, 5 village subdivisions,
- 800,000,000 CFA francs of patents paid to the Commune of Saly
- Number of direct and indirect jobs created: 13,000
- Facilitated access to basic services (water, telephone, health, education, electricity, sanitation, garbage collection, banks, insurance…) for local populations
- Creation of an economic pole with fishing, handicraft, market gardening and cultural industry sectors accessible to the population
PRIORITY PROJECTS
LA POINTE SARENE :
Location : 15 km south of Saly and 95 km from Dakar
Population: 4,000
Climate: mild, low rainfall in the rainy season
Surface area: 110 hectares
DESCRIPTION
The Pointe Sarène development unit consists of the following areas
- Five (5) hotel plots with areas varying from 5 to 10 hectares, each with a minimum frontage on the sea of 250 meters for a capacity of 1,600 rooms. A development of 120 high-end villas aligned in a sinuous fashion and offering panoramic views of the sea;
- A commercial plaza with stores, restaurants and tourist services;
- Public access corridors to the beach characterized by the development of gardens typical of coastal and regional ecology with pedestrian integers. A beach area of 2 km long constituting the public maritime domain.
COST
- Infrastructure (roads, electricity, lighting, telecommunications, water treatment …): 11 billion CFA francs (16.8 million euros);
- Hotel complex 2018 – 2022 (hotel accommodation, administrative and commercial spaces): 130 billion CFA francs (199 million euros)
FINANCING PLAN 2018- 2022
- Sale of serviced land at 39€/m² and un-serviced land at 23€ /m² in full ownership;
- Transfer of serviced land in long lease at 0.99€/m² per year;
- Network of private and public partners (SPV);
MBODIENNE:
Location: 25 km from Mbour 20 km from Saly and 100 km from Dakar
Population: 3083 inhabitants
Climate : mild, low rainfall in the rainy season
Area: 504 hectares
DESCRIPTION
Mbodiène is made up of the following areas:
- Four (4) large hotel sub-units with a surface area varying from 50 to 80 Ha with a maximum frontage on the lagoon of 1 Km for a capacity of 6 000 rooms;
- Two (2) commercial plazas with stores, restaurants, including an amphitheater for outdoor cultural activities Two (2) 18-hole golf courses along the national road;
- A thematic amusement park based on the development of legends, habitats, ecology of Senegal and Africa Public access corridors to the lagoon and the beach Three (3) pedestrian bridges overhanging the lagoon A beach and dunes area of more than 6 km long
COST
- Infrastructure (roads, electricity, lighting, telecommunication …): 13 billion CFA(20 million euros)
- Hotel complex (hotel accommodation, commercial and administrative areas): CFA 190 billion(290 million euros)

JOAL FINIO
Location : 45 km from Saly and 115 km from Dakar
Population : 10,000
Climate: mild, low rainfall in the rainy season
Surface area: 20 hectares
DESCRIPTION
The Joal Finio management unit consists of the following areas:
- Hotel plot with a capacity of 250 rooms with recreational and leisure facilities;
- A commercial alley with two (2) shopping plazas providing access to a waterfront promenade;
- A typical coastal and dune ecology garden area with light trails;
- A beach area of 750 meters long constituting the public maritime domain;
- An amphitheater for outdoor activities.
COST
- Infrastructure (electricity, lighting, telecommunication, traffic lane…):1.5 billion (2.3 million euros) ;
- Hotel complex (hotel receptions, commercial spaces, administrative spaces): 6.5 billion(10 million euros).

SYNTHESIS:
THE SALOUM DELTA
The feasibility and environmental impact study of the Saloum Delta area has identified seven tourism development zones whose programs will be pursued on land titles currently being created after the prescription of their registration by the State of Senegal.
These programs will be consistent with the development projects of the port of Foundiougne and Kaolack and will serve as a lever to enhance the tourism niches of these different areas which will be oriented towards health, hunting and fishing.
DEVELOPMENT PROGRAMS IN THE NORTHERN ZONE
This area benefits from a master plan for the development of the Grande Côte financed by CIDA, which includes the feasibility and environmental impact study of the Potou sur Mer area, Louga, Djoudji Park and Ile Saint-Louis.
It is now necessary to urgently register the sites in order to secure the land before their development.
This major program, which is consistent with the AFD-financed Saint Louis redevelopment project, will contribute, along with the extension of the city’s airport runway, to the development of a new tourist hub that will be complemented by other niches in the area.
PROGRAM OF REQUALIFICATION OF THE NORTHERN ZONE
This tourist site shelters about ten hotel receptives installed on a coastal strip without preliminary development. Its upgrading passes a requalification program that includes the erection of a protective dike with an internal road serving the site, a network of public lighting, a sanitation system for a sustainable protection of the ecosystem.
DEVELOPMENT PROGRAM FOR THE SOUTHERN ZONE
This program includes two components, the first of which intends to continue the program of elaboration of master plans on all the zones of interest likely to shelter a tourist platform being used as pole of structuring of the potential of this soil.
Then a component requalification of the station of CAP SKIRING whose platform houses 30 receptive including hotels and tourist residences with 884 rooms for 1484 beds, a group of firefighters, a police station, a health post and an international airport.
The requalification program includes a water supply system, a wastewater treatment plant, interior road corridors, a public lighting system, paving of pedestrian walkways and signage.
This important program will contribute to the revival of the “Senegal destination” in this seaside area of the south of the country which represents another pivot of our tourist industry. To this end, within the framework of the PTDE with the World Bank, SAPCO-Senegal will undertake environmental impact feasibility studies.
